Job Summary
The Nursing Director of Staffing & Workforce Management (Director) is responsible for the effective management of nurse scheduling system, staffing resources, and nurse recruitment and retention for Cook County Health (CCH).
The Director will be responsible for overseeing staffing initiatives which promote and ensure efficient use of nursing resources throughout CCH. The position will consult with other nurse leaders to improve staffing resources and will oversee the nursing staffing and scheduling systems. This role will be responsible for managing a flexible, system-wide staffing plan and staffing pool to optimize costs for safe and cost-effective delivery models.
In addition, the Director will monitor nursing workforce metrics for efficient management and utilization of nursing staffing resources.
General Administrative Responsibilities
Collective Bargaining
- Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
- Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
- Document, recommend and effectuate discipline at all levels
- Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
- Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
- Direct and effectuate CCH management policies and practices
- Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
- Contribute to the management of CCH staff and CCH’ systemic development and success
- Discuss and develop CCH system policies and procedures
- Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
- Work with Labor Relations to discern past practice when necessary
Typical Duties
- Manages the system-wide nurse staffing and scheduling programs. Collaborates with CCH Leaders to implement for safe and effective patient care
- Meets with management to understand staffing model and growth projection
- Conducts assessments and develops system-wide nursing staffing and scheduling policies, procedures and processes to better manage workflow
- Manages the day-to-day operations of the system-wide float pool, scheduling system, agency utilization, and nurse recruitment activities
- Oversees and manages the implementation of nurse agency contracts including agency recruitment, onboarding, utilization, and invoice verification
- Evaluates agency market rates and trends; reviews and adjusts CCH rates accordingly.
- Oversees student externship/internship recruitment and onboarding activities
- Develops and executes reports on staffing and scheduling to effectively optimize operations
- Manages recruitment and retention data; provides dashboards to Leaders across CCH.
- Assists with the identification, implementation of new programs & services for safe staffing
- Participates in the contracting process
- Monitors staffing metrics to promote efficient utilization of nursing resources
- Analyzes and monitors CCH nursing turnover and review with market benchmarks
- Provides operational leadership for staffing and scheduling technology systems; works with Hospital Information Systems to discuss strategies.
- Manages competency programs and training for utilization of nurse scheduling system
- Collaborates with Human Resources to develop and implement nursing recruitment activities
- Identifies and implements strategies for staff retention based on best practices and feedback from staff and managers
- Collaborates with leaders to assist with managing nursing employee wellness programs aligned with other CCH initiatives.
- Oversees student extern recruitment and onboarding.
- Collaborates with CCH and Nursing Leadership to support the development or revision of nursing job descriptions based on best practice
- Performs other duties as assigned
Reporting Relationship
Reports to the Executive Director of Nursing, Clinical Operations and Workforce
Minimum Qualifications
- Licensed as a Registered Professional Nurse in the State of Illinois or ability to obtain Illinois license within two weeks of starting employment
- Master’s Degree in Nursing or related field from an accredited college or university
- Five (5) years of Nursing experience
- Three (3) years of Nursing administrative experience in staffing operations, project management and/or informatics
- Three (3) years of supervisory and/or management experience
Preferred Qualifications
- Master’s Degree or higher in Nursing or related field from an accredited college or university
- Two (2) years of experience utilizing nursing technology systems to enhance operations
- Previous experience working with organized labor
- Previous experience with process improvement/Lean Six Sigma
